     Un impact vizibil asupra reușitei unui program inovativ o are dimensiunea resurselor. În matricea generală a Programului Provocarea verii ea a fost esențială. Într-un mod robust este dificil de a atinge obiectivele scontate fără utilizarea adecvată a resurselor.
